Fort Belvoir Community Center - Fort Belvoir Community Hospital in Virginia recently achieved LEED-Gold certification, making the 1.2 million square foot facility the highest rating.
Fort Belvoir Community Hospital, which opened in August 2011, is the first of a new generation of world-class military medicine dedicated to creating a "culture of excellence." It represents a transformation for the military health system as it seeks to use research to improve patient care outcomes, increase customer loyalty, and achieve higher levels of personnel satisfaction. The new $1 billion facility is considered one of the first hospitals in the world to successfully integrate today's accepted evidence-based design principles with LEED requirements.

The "language" of the building and surrounding healing gardens provides an uplifting, relaxing and refreshing environment for patients, families and staff. The perimeter of the building is designed to enclose as much of the exterior and natural light as possible. Outdoor areas are designed for activity and quiet contemplation.

Because the hospital serves military personnel throughout the DC metro area, many transportation and service options are available for building users. Two bus lines stop at the hospital entrance, including a bus that connects the metro to the base. Premium parking spaces are available for carpools and low-emission vehicles. Secure bicycle storage facilities and an existing walkway will benefit people with short commutes. It is also within walking distance to many services such as a coffee shop, library, beauty salon, dentist and apartment.
Fort Belvoir Community Hospital Is Largest Healthcare Facility To Achieve Leed Gold Certification
The design of the site promotes healing and relaxation while simultaneously preserving and restoring nature. The hospital was located on a natural high ground between the site's roads, allowing continuous protection of the wetlands on the northeast and southwest sides. The main features are:
Arched roofs atop the clinic direct rainwater into downspouts and rain barrels. When water hits the rain barrels, yard drains collect the water and deliver it to underground tanks.
Additionally, during the warmer months of the year, condensation water from air conditioners collects and flows into water tanks. This reduces both the amount of potable water used for irrigation and the amount and quantity of stormwater runoff. It is estimated that 1.6 million gallons of drinking water will be saved per year.
Dual-flush water toilets and sensor-activated low-flow flush faucets are in the right places in the hospital, reducing the burden on water and wastewater systems.
New Belvoir Hospital To Help Replace Walter Reed
Sustainability and evidence-based design (EBD) played an important role in developing the hospital's interior design concepts, materials and finishes. Many notable design features have demonstrated a positive impact on patient, family and staff health and comfort:
The building is designed to use 27.6% less regulated energy than a typical hospital, which equates to a 15% cost savings or $449,299 per year. It saves about 4,000 tons of CO2 emissions. Most of the project's energy savings are achieved through a multi-layer heat recovery cooling system for reheating, efficient variable speed chillers, variable air volume control units, an energy efficient lighting design including daylight harvesting and a rain protection system.
A whole building energy model, a detailed energy analysis and an evaluation of the building systems and configuration were carried out for the project. In addition, the ordering authority, which was concerned with the performance of the property as planned, was a key member of the project team.
Recycling bins and collection areas are strategically located near patient, visitor and hospital staff areas to facilitate access and promote efficient housekeeping staff workflow. Recycling of construction waste diverted it from local landfills and reduced manufacturers' packaging. Over 11,500 tonnes or 91% of waste was recycled during the project.
Fitness, Recreation & Wellness
The project defined materials with recycled content mined and produced within a 500-mile radius of the project site. Certified timber is also defined by the Forest Stewardship Council.
Both LCCA and Sustainable Return on Investment (SROI) analysis were conducted in the design of Fort Belvoir Community Hospital. The primary reason for LCCA is to demonstrate that the project's operating savings are sufficient to justify its additional investment costs.
SROI is an improved form of LCCA that includes risk analysis and goes further by providing a three-dimensional view of a project's financial results. All reasonable social and environmental impacts associated with a given project are monetized by SROI and the traditional LCCA metrics referred to in the analysis as return on investment (FROI). FROI takes into account only the firm's internal cash costs and benefits.
SROI analysis considers not only monetary costs and benefits of the organization but also external costs and benefits. The SROI results showed a clear distribution of benefits associated with project solutions such as economic value of water savings, air pollution savings, greenhouse gas savings, water bill savings, and energy bill savings.
Fort Belvoir Community Hospital Opens
The hospital was designed by the U.S. HDR Architecture, Inc. of Alexandria, Va. For Corps of Engineers by. and Dewberry of Fairfax, Va. A group of joint ventures, it was built by Turner-Gilbane, a joint venture consisting of Turner Construction and Gilbane Building Company, based in Arlington, Va. The hospital was built through an Integrated/Design/Bid/Build (IDBB) procurement process, which allowed construction to begin while it was being designed. - Turning the 10-year process into a five-year accelerated project. IDBB is an innovative process that uses coordination with the construction contractor during the design phase to increase construction capability and achieve accurate cost/schedule impact of design decisions, minimizing design deficiencies and errors.

Under the 2005 Base Realignment and Closure (BRAC) program, the $807 million community health facility is part of a Department of Defense initiative to improve the quality of care for soldiers, retirees and their families. Design for this state-of-the-art facility included a seven-story, 722,835 SF hospital, two clinics and administrative space. The 275,528 SF South Clinic D & E has 152 exam rooms. The 276,850 SF North Clinic A & B has 193 exam rooms. The 120-bed hospital includes a 10-bed intensive care unit, a 10-bed behavioral health unit, a cancer center, 30 emergency rooms, a pharmacy, operation service centers with 10 operating suites, diagnostic centers, etc. Modular clinic space dedicated to pathology and radiology and outpatient services. There were also two parking garages and surface parking for 3,630 spaces, a helipad, an ambulance shelter and its own central power plant.
The new facility was designed and built through integrated design-bid-build procurement. This process allowed the US Army Corps of Engineers (USACE) to award the hospital construction contract long before traditional processes would allow BRAC's accelerated construction schedule.
The Project Architect reports directly to the Design Manager in the Joint Project Office, providing USACE support in the ongoing development of hospital plans. This required coordination between A/E
